Each year, a certain amount of special funds of TCM will be allocated to the basic conditions of TCM, service capacity building, talent cultivation and TCM health management. We will formulate policies to reduce the reimbursement limit and increase the proportion of reimbursement, and encourage the provision and use of TCM services. Policies to encourage urban and rural residents to use traditional Chinese medicine at the grassroots level are formulated in areas where payment methods are reformed or chronic diseases in outpatient clinics are coordinated.

Improve the basic TCM service network

We will give full play to the role of municipal TCM hospitals in guiding and providing technical assistance to county-level TCM hospitals and primary medical and health institutions within their jurisdiction. County-level TCM hospitals meet the standards of grade ii and grade a (except municipal districts with urban population as the majority), the establishment of TCM dispensaries meets the requirements of the basic standards of hospital TCM dispensaries, and the informatization construction meets the requirements of the basic norms of the informatization construction of TCM hospitals. 100 percent of community health service centers and township hospitals set up traditional Chinese medicine and pharmacy, equipped with TCM diagnosis and treatment equipment; More than 95 percent of community health service centers and township hospitals have established comprehensive TCM service areas.

(iv) strengthen the primary medical and health care services

Community health service centers and township hospitals can use more than 6 kinds of TCM techniques to treat common and frequently occurring diseases at the grassroots level. The number of Chinese medicine prescriptions (including prepared slices of Chinese medicine, proprietary Chinese medicine and non-drug prescriptions of Chinese medicine) in community health service centers and township hospitals shall not be less than 30% of the total number of prescriptions. Among them, the number of Chinese herbal pieces prescriptions is not less than 5%, and the number of non-drug prescriptions is not less than 5%. The number of traditional Chinese medicine prescriptions (including Chinese medicine prepared slices, Chinese patent medicine and Chinese medicine non-drug therapy) in community health service stations and village clinics accounted for no less than 30% of the total number of prescriptions. Strengthen supervision of TCM services at the grassroots level

We will strictly implement the national basic drug system, strictly control the use of Chinese herbal medicine prepared slices, Chinese patent medicines and pharmaceutical preparations made by medical institutions, and strictly enforce technical standards and standards for traditional Chinese medicine.

(vi) optimize and improve the service quality of traditional Chinese medicine

We will actively promote the signing of TCM services for family doctors, and gradually realize that each family doctor team has a doctor or a village doctor who can provide TCM services, and constantly expand the range of TCM services. Various forms of publicity of traditional Chinese medicine culture and popular science knowledge will be adopted to make the masses understand, recognize and use traditional Chinese medicine. The satisfaction rate of satisfaction of urban and rural residents on the TCM service of county (city, district) hospitals and basic medical and health institutions is not less than 85%, the awareness rate of the TCM knowledge of urban and rural residents is not less than 90%, and the awareness rate of the TCM service content of county (city, district) hospitals and basic medical and health institutions is not less than 85%.

3. Implementation steps

(I) deployment phase (by the end of July 2017)

3. (iii) declaration phase (October 2017 - March 2018)

1. Organize municipal review of advanced units of basic Chinese medicine in gaoyou city, hanjiang district and guangling district. Provincial and state administration of traditional Chinese medicine and experts are invited to carry out pre-evaluation.

4. (iv) acceptance stage (April - September 2018)

The municipal development and reform commission has included the development of traditional Chinese medicine in the local economic and social development plan and promoted the implementation of various TCM development policies. Support the establishment and application of medical service system.

The municipal finance bureau shall separately list the funds for the undertakings of traditional Chinese medicine, and arrange a certain amount of special funds for the basic conditions of traditional Chinese medicine, service capacity building, personnel training and health management of traditional Chinese medicine every year. Each county (city, district) TCM fund accounts for more than 10% of the county (city, district) government's health fund in the past 3 years, or more than 8% of the county (city, district) government's health fund in the past 3 years, and the annual growth rate is higher than that of the health fund.

Municipal people's social security bureau: formulate policies to encourage the provision and use of traditional Chinese medicine services, such as reducing the reimbursement limit of traditional Chinese medicine and increasing the proportion of reimbursement, in the medical insurance policies for urban employees and urban and rural residents. Policies to encourage urban and rural residents to use traditional Chinese medicine at the grassroots level are formulated in areas where payment methods are reformed or chronic diseases in outpatient clinics are coordinated.

Municipal organization: to set up the management organization of traditional Chinese medicine according to the function, organization and personnel plan of health and family planning departments at all levels. In combination with the actual situation of the establishment of the work, we will give preferential policies to the establishment of medical staff in the city's medical and health institutions, especially the staff of traditional Chinese medicine.

Municipal food and drug administration: in charge of the supervision and administration of the quality of Chinese medicinal materials, Chinese herbal medicine prepared slices, Chinese patent medicines and pharmaceutical preparations prepared by medical institutions.

Municipal commission of health and family planning: give full play to the role of industry authorities, strengthen the guidance, inspection and assessment of various medical and health institutions, and take the initiative to strengthen communication and coordination with other departments. To be responsible for the construction of TCM medical and health service network, actively popularize and apply the advanced and appropriate TCM technologies, vigorously cultivate key TCM talents, improve the TCM service environment, widen the TCM service field, and standardize the TCM service behavior. To establish and perfect the department of traditional Chinese medicine (TCM), to be staffed by full-time staff of TCM, and to undertake the establishment of advanced units of TCM management and TCM work.

Establish a coordination mechanism
