Beijing, Sept. 14 (xinhua) -- the national health and health commission and the state administration of traditional Chinese medicine jointly released three documents, namely, "administrative measures for Internet diagnosis and treatment (trial)", "administrative measures for Internet hospitals (trial)" and "administrative regulations for telemedicine services (trial)". Among them, the management measures for Internet diagnosis and treatment (trial) stipulates that doctors shall obtain corresponding professional qualification in conducting Internet diagnosis and treatment activities in accordance with the law and have more than 3 years of independent clinical work experience.

The management method of Internet diagnosis and treatment (trial) clearly defines Internet diagnosis and treatment. Internet diagnosis and treatment refers to that medical institutions use physicians registered in the institution to carry out the re-diagnosis of some common diseases and chronic diseases and the signing service of "Internet +" family doctors through Internet and other information technologies.

The regulations stipulate that Internet diagnosis and treatment activities shall be provided by medical institutions that have obtained the medical institution's practice license, and doctors and nurses who have obtained Internet diagnosis and treatment shall be able to inquire in the state electronic registration system for doctors and nurses and carry out electronic real-name authentication. In addition, physicians need to have more than 3 years of independent clinical work experience and the consent of their registered medical institutions before conducting Internet diagnosis and treatment activities.

It is required not to carry out Internet diagnosis and treatment activities for patients with first diagnosis. When medical institutions carry out online follow-up of some common diseases and chronic diseases, doctors should master the patient's medical records and determine that patients can be re-diagnosed according to the same diagnosis after the physical medical institutions have confirmed the diagnosis of some or concentrated common diseases and chronic diseases.

In addition, it is not required to issue prescriptions for narcotic drugs, psychotropic drugs and other special administrative drugs. For younger children (under 6 years of age), it should be confirmed that they are accompanied by their guardians and relevant professional doctors.
