Singapore to simplify Chinese medicine massage regulation

In Singapore, registered Chinese medicine practitioners who hold massage parlor licenses and can hire assistants to provide Chinese medicine massage services will be exempted from the "consumer association guarantee mark" certification from January next year. This means they can save the $2,400 cost of applying for certification every two years, helping to reduce their operating costs.



The new measures are part of a government effort to streamline regulations for companies and reduce compliance costs.

He said the aim of the relaxation was to strike a balance between maintaining regulation levels in the massage industry and helping companies control costs.



At present, in the Massage parlor Act (Massage Establishments Act), hire assistants provide Massage services registered TCM doctor, must be the first kind of Massage parlors license. Chinese doctors do not need to apply for the license if they are doing the massage for their patients.



Massage parlor licenses fall into two categories. The licensing requirements for the first category of massage homes are relatively stringent, including the requirement to apply for the CaseTrust certification, a massage home with a minimum area of 100 square meters and a minimum opening cost of 50,000 yuan. Owners of a massage parlor of category 1 are allowed to operate in HDB flats, shopping centres and hotels.



Starting from January 1 next year, Chinese medicine practitioners who hold a massage parlor license of category 1 May be exempted from applying for accreditation of the consumer society guarantee mark. The condition is that the licensee must also be a registered Chinese medicine practitioner and that the clinic providing the massage service is registered as the principal place of business for the Chinese medicine practitioner.



Xu pointed out that a few bad apples will damage the reputation of the whole Chinese medical industry, and relevant control measures are necessary, but the government hopes to find a way to reduce the burden of the majority of legal operators while implementing the regulation.



"Therefore, after the implementation of the new measures, Chinese medicine practitioners who employ assistants to provide massage services still need to apply for a license, but do not need to apply for consumer association guarantee mark certification. In this way, we can achieve a better balance between maintaining control levels and helping operators control costs. The time and resources saved will be used to provide better services to patients and to strengthen staff training.



There are an estimated 1, 000 Chinese medicine clinics in the region, with an estimated 15 to 20 per cent of the large Chinese medicine clinics that could benefit from the new measures, said liu shaofu, chairman of the hospital and acting President of the Chinese medicine practitioners association. But he does not believe that the simplified procedures for applying for massage hospital licenses will encourage more Chinese doctors to hire hands to provide massage services. "Most TCM practitioners run their clinics as' self-employed ', and if they did not focus on massage, the new measures will have little impact on them."



The police will continue to clamp down on illegal massage parlours. Those who run them without a licence can be fined up to 20,000 yuan, jailed for up to five years, or both. Massage parlor licence holders can be fined up to $10,000, jailed for up to two years, or both if they break the rules.
