To comprehensively clean up all kinds of examination and approval materials and certification matters, and cancel those that lack the basis of laws and regulations; Apply for medical institution practice registration, no longer submit the certificate of capital verification.

In order to optimize the conditions for examination and approval, the notice clearly specifies that the basic standards of medical institutions should be strictly implemented, the subject registration of medical institutions should be optimized, and the "combination of two certificates" of examination and approval and practice registration should be improved for secondary and lower medical institutions, and the number of beds for for-profit medical institutions should be determined by the investors.

In terms of supervision, the notice requires strict implementation of the access and exit management mechanism for medical institutions and medical personnel. We will deepen and expand the "dual random and public" regulatory model, and establish a score-keeping system and a blacklist system for bad practice.
