On December 20, the national health committee, the national development and reform commission, ministry of finance, people club department, national health insurance bureau, the state administration of traditional Chinese medicine jointly issued by the implementation of pilot notice to establish and perfect the system of modern hospital management and decision in Beijing hospital, the national 148 hospitals to carry out the pilot to establish and perfect the system of modern hospital management.

Pilot hospital reform and development of the key tasks for a total of 14: to formulate the articles of association of the hospital, improve the system of hospital's decision, give play to the role of experts for hospital, to carry out the medical quality and safety of core system, advancing the medicines and chemical reagents, consumables rational use, improve the hospital financial asset management, optimize the hospital income structure, arouse the enthusiasm of medical personnel, and consummate the logistics management, to strengthen the construction of hospital culture and medical ethics, for the convenience of huimin service comprehensively, actively participate in the construction of hierarchical diagnosis and treatment, perfect the internal supervision, to strengthen the party construction of hospital work. If the pilot tasks and requirements have not been clearly proposed at the national level, pilot hospitals shall be encouraged to make bold explorations in light of local economic and social development levels and the needs of the masses for medical services in light of local conditions. Social hospitals refer to the pilot tasks and requirements, and promote the construction of modern hospital management system in combination with the reality.

The circular requires all localities to create favorable conditions for the pilot work. We will implement the responsibility of the government to run medical institutions, implement policies to invest in pilot hospitals, and preferential policies to invest in traditional Chinese medicine hospitals. We will accelerate the establishment of a mechanism for dynamically adjusting the price of medical services, and actively promote the reform of payment methods that focus on payment for each type of illness. We will establish and improve an open and equal negotiation and consultation mechanism between medical insurance agencies and pilot hospitals. We will explore ways to pay for medical insurance in line with the characteristics of traditional Chinese medicine, and promote the provision and use of traditional Chinese medicine services. We will deepen reform of the personnel system in public hospitals, implement measures to lower the level of authority for the review of professional titles, and support eligible pilot hospitals in conducting their own review of professional titles. For hospitals carrying out independent evaluation, the evaluation results will no longer be examined and approved, and post-registration management will be implemented. Pilot hospitals will be allowed to break through the current wage control level of public institutions, and medical service income will be allowed to deduct costs and withdraw funds according to regulations, which will be mainly used for personnel rewards. The pilot hospitals and their affiliated units shall carry out annual financial revenue and expenditure audit, term economic responsibility audit of the leading cadres of the hospital and special audit.
