January 31, 2016 is the 63rd session of the "World Day to Combat Leprosy Day" and the 29th "China Leprosy Day." To further promote the popularization of leprosy disease prevention knowledge, to create a good social atmosphere, solid promote full implementation of control measures and "endanger national leprosy elimination plan (2011-2020)" (hereinafter referred to as the "Plan") on schedule to achieve the target, National Health and Family Planning Commission, Ministry of Civil Affairs, China Disabled Persons' Federation and China Red Cross jointly carried out World Day to Combat Leprosy Day. The relevant matters are notified as follows.
First, the theme
Theme of "accelerating action to eliminate leprosy harm." Target of eliminating leprosy hazards task is urgent need to mobilize all levels of government departments and social forces to accelerate action, and actively fulfill their commitments to the effective elimination of leprosy patients, families and society harm, to protect people's physical and mental health .
Second, activities
(A) To further promote its leprosy control policy, do the elimination of leprosy control work hazards. Leprosy, mostly rural poor, to eliminate leprosy harm not only to improve the quality of national health inherent requirement, but to lay the poverty battle, a necessary requirement to build a comprehensive well-off society. All localities should fully understand the realization of "planning" goals and eliminate leprosy hazards significance and urgency, with the implementation of the National Poverty Alleviation Action Plan and healthy anti-poverty project, and fulfill the Government's commitment to implement the functions of the departments to strengthen leprosy control policy advocacy, mobilizing levels of government, departments and social forces to actively participate effectively implement policies and measures. To do a good job leprosy surveillance, early case detection, elimination of discrimination, prevention of deformities and other prevention and control work to protect people affected by leprosy, especially widows and orphans who leprosy sick old basic medical and life.

All localities should make full use of radio, television, newspapers, Internet, microblogging, micro letter and other public loved media media, to inform the public "leprosy is preventable and curable, not horrible" and other prevention knowledge, enhance awareness of the leprosy, prompting and patients suspected early treatment. Actively promote the party and the government of lepers care initiatives and community action to care for lepers, in the whole society concerned, caring lepers good atmosphere, and promote public elimination of discrimination against leprosy patients. Vigorously promote the emergence of leprosy control work advanced collectives and individuals, mining historical data collection and preservation of leprosy, leprosy control work to promote sustainable development.
(C) to strengthen professional training, to strengthen leprosy early detection, reduce the incidence of harm reduction. Health planning departments at all levels should strengthen the propaganda and training of medical personnel about the prevention and treatment of leprosy medical and health institutions to improve the diagnosis and treatment of leprosy medical staff level, to minimize misdiagnosis and missed diagnosis of occurrence. To carry out all over the World Day to Combat Leprosy Day is an opportunity to actively coordinate the organization of health planning, civil affairs, disabled, Red Cross and other government departments, enterprises and social organizations to leprosy hospital (village) or leprosy homes and visit , warmth, understanding of leprosy and deformities's health, livelihood security situation, to help solve practical problems. Health professional organizations planning departments to carry out prevention and control agencies to free hospital patients, drug delivery, medical and other services, the civil affairs departments for eligible patients with basic living assistance and medical assistance, disabled leprosy deformities are configured as aids for rehabilitation training, the Red Cross to provide relief and care for the patients and abnormal life difficult for the disabled person, so that leprosy patients and deformities who truly feel the party and the government's care and experience the warmth of the socialist community.
Third, the relevant requirements
