In addition, traditional Chinese medicine has been strengthened at the grass-roots level. A total of 59 county-level public hospitals of traditional Chinese medicine and traditional Chinese medicine in the province were included in the three-year project to improve the capacity of community-level medical and health services, and received provincial financial support of 2.152 billion yuan. Of the 37 TCM hospitals with infrastructure projects, 33 have started construction, four have been guaranteed to start construction before the end of the year, and the remaining 22 equipment allocation projects have been basically completed.

In addition, the service capacity of TCM at the grass-roots level has been continuously improved. Since the 13th five-year plan, a total of 33 million yuan has been invested in provincial TCM special funds to support the construction of 66 characteristic specialties of county-level TCM hospitals in the eastern and northwestern regions of guangdong. Twenty-three county-level (city, district) general hospitals, specialized hospitals and maternal and child health care hospitals have become national demonstration units for the work of traditional Chinese medicine. A total of 184 medical institutions in the province have established the department of preventing and treating diseases. In 2017, the total number of annual services for preventing and treating diseases in the province was nearly 10 million. The rate of TCM health management services for the elderly over 65 years old and children aged 0-36 months in the province was 49.5% and 58.3% respectively, exceeding the national tasks. Shenzhen and yunfu have become advanced cities in the work of traditional Chinese medicine at the grass-roots level, and gaozhou and other 28 counties (cities and districts) have become advanced units in the work of traditional Chinese medicine at the grass-roots level.
