Suggestions on further promoting the inheritance and development of traditional Chinese medicine in Beijing

At present, China has entered a new stage of building a moderately prosperous society in all respects. The concentration of high-quality medical resources in Beijing and the abundance of TCM medical resources raise many new requirements for the inheritance and development of TCM.

I. inheritance and development of modern traditional Chinese medicine

The academic inheritance forms of modern TCM have become increasingly diversified, mainly including teachers and apprentices, school education, family education, etc. In recent years, Chinese medicine academia and relevant management departments attach great importance to this, and have achieved gratifying results. Beijing has a large number of traditional Chinese medicine medical institutions, the masses can enjoy very convenient diagnosis and treatment of traditional Chinese medicine and services. Especially in recent years, the medical specialty of traditional Chinese medicine has developed well, fully reflecting and giving full play to the advantages of traditional Chinese medicine diagnosis and treatment.

Ii. Existing problems in the inheritance and development of traditional Chinese medicine

(1) existing TCM inheritance forms and quality are not good.

1. Defects in the mentoring system. At present, there are three problems in the mentoring system, which directly affect the quality of academic inheritance.

2. Institutional system emphasizes research over inheritance. Through investigation, it is found that the most important form of academic inheritance of famous old Chinese medicine is postgraduate education. However, due to the excessive emphasis on the cultivation of theoretical innovation and the lack of a large number of practices, the tutor's distinctive academic thoughts of traditional Chinese medicine are difficult to be inherited.

3. Family tradition "no way to prove". Even after becoming a doctor of traditional Chinese medicine, it is very difficult to obtain the qualification of practicing medicine without formal education and only depending on family teaching.

(ii) the current medical management mode and diagnosis and treatment mode are "heavily westernized".

The survey found that the management mode of many traditional Chinese medicine hospitals mainly copied the western hospital management mode, and some traditional Chinese medicine hospitals completely relied on the modern medical mode, and the real characteristic diagnosis and treatment of traditional Chinese medicine became "gimmick".

(3) the current medical insurance and public medical policies implemented by the hospital are not perfect.

Some TCM treatment programs do not support medical insurance, so these traditional therapies are facing a gradual atrophy and have to withdraw from TCM clinical practice. In addition, few self-employed family inheritance projects can obtain the qualification of designated medical insurance, which restricts the continuous inheritance and development of individual TCM.

(4) TCM personnel training lacks corresponding and sound system.

There are some problems in the selection of TCM teachers, such as non-standard selection criteria and rigid training system. The selection of famous TCM doctors and outstanding TCM talents is obviously insufficient in strength and breadth. The lack of supportive policies for excellent folk TCM leads to the hindrance of the inheritance of many excellent TCM skills.

(5) the current approval standards for some traditional Chinese medicines restrict the clinical application of hospital preparations and traditional preparations.

For example, "tongrentang traditional prescription" contains hundreds of Chinese patent medicines, all of which have been proved effective after more than 300 years of clinical practice. Many prescriptions cannot be legally put into use because of the delay in introducing relevant policies and measures.

Iii. Suggestions on the inheritance and development of TCM culture and modern medicine

(I) it is suggested to promote TCM education inheritance in various ways

1. Reform the existing education system. On the basis of strengthening the study of western medicine and natural science, make the study and practice of basic theories of TCM solid, mutually supporting and deepening the practice. Establish a multi-form education evaluation mechanism with traditional Chinese medicine characteristics, and put an end to the phenomenon that postgraduates can only write articles and cannot write prescriptions.

Expand the project of inheriting TCM masters, establish national, municipal and district inheritance mentors and talent management systems, establish traditional teachers and teaching institutions, and improve the multi-point service mechanism of inheritance studios. In accordance with international standards, we will deeply explore the experience prescriptions of famous doctors and famous doctors, and focus on the research and development of compatibility and composition of famous TCM compounds.

4. Support the inheritance of folk characteristic diagnosis and treatment technology and the inheritance of traditional Chinese medicine skills, encourage the professional personnel and family members to actively participate in teaching, form a "two-way teaching" mechanism with doctors in public hospitals, and support them to set up traditional Chinese medicine skills service institutions. Famous doctors are encouraged to set up individual medical institutions, and medical insurance policy support is given. Public hospitals and private individual institutions set up inter-hospital famous Chinese medicine centers (or TCM centers), inviting famous Chinese medicine doctors from all walks of life to visit them regularly.

5. Strongly support the inheritance and development of minority medicine, deeply explore and protect the valuable medical talents and resources of ethnic minorities, and suggest the establishment of a special fund to expand the scope of medical compensation for hospitals with characteristics of ethnic minorities and medical treatment methods.

(3) increase the scope and proportion of TCM reimbursement and promote the implementation of TCM diagnosis and treatment methods.

It is suggested that while increasing investment and refining the allocation of designated medical institutions in the city, priority should be given to traditional Chinese medicine projects, increase the scope of medical insurance reimbursement, and gradually include traditional Chinese medicine treatments such as bone-setting, blood reduction and external application physiotherapy into the scope of medical insurance, so as to better protect the inheritance and development of traditional Chinese medicine diagnosis and treatment methods. The proportion of TCM practitioners in hospitals at all levels, specialized hospitals, health service stations and other medical institutions in Beijing has been increasing year by year, and the number of TCM graduates has been increasing year by year to prevent the westernization of TCM hospitals.

Improve the system and mechanism for the development of TCM talents at all levels.

We will improve the evaluation system for TCM personnel and increase the channels for upgrading the professional titles of TCM personnel in all levels, fields and private medical institutions. We will improve the recommendation system for TCM masters and renowned TCM practitioners, and implement the training program for TCM masters. We will explore ways to establish an evaluation mechanism for folk doctors, teachers and specialists. We will build an all-level TCM talent team with the backbone of TCM masters, famous TCM practitioners, famous TCM masters in the capital, leading talents in TCM, "double-collar" talents in the integration of Chinese and western medicine, famous TCM practitioners in the young and middle-aged, doctors who have learned from the people, and therapists with folk characteristics.

(5) to improve the service system for grassroots level of large-scale traditional Chinese medicine hospitals, famous doctors, specialists, teachers and famous folk doctors, and encourage them to set up outpatient departments, clinics or medical service extension points in community health service centers (stations).

We will expand the area of community-level medical institutions, increase the number of TCM doctors in community-level hospitals, establish a system for subsidizing the services of famous doctors at the grassroots level, and improve the on-site service system for TCM practitioners. We will strengthen the ranks of TCM general practitioners. On the basis of district-level traditional Chinese medicine hospitals, we will build a regional traditional Chinese medicine medical center and improve the comprehensive service capacity of traditional Chinese medicine at the grassroots level. We will open up the use of hospital preparations in primary care, and expand or increase the list of medicines used in primary care.

(6) improve the protection and utilization mechanism of traditional Chinese medicine resources, promote the intensive utilization of traditional Chinese medicine ecological resources, and bring the planting of traditional Chinese medicine into the scope of adjustment of agricultural industrial structure.

The pilot establishment of 4-8 traditional Chinese medicine plantations in Beijing's suburban districts and counties, the district government led the establishment of institutions, hospitals, famous doctors' workstations, and people traditional Chinese medicine plantations contact platform, encourage enterprises and individuals to participate in a variety of forms, promote the green development of traditional Chinese medicine industry.

Vigorously promote the culture of traditional Chinese medicine and traditional culture.

1. Publicity should focus on diversification and pertinence of forms, and eliminate false, exaggerated, magic doctor, magic medicine and other bad publicity. Guide the folk TCM fever correctly and enhance the attention and sense of identity of excellent traditional culture. It is suggested to popularize the knowledge of common diseases and frequently-occurring traditional Chinese medicine to improve the public awareness rate. We will actively promote the "going global" strategy of TCM culture and increase the international influence of TCM.

2. Establish TCM informatization platform. In-depth research and mining of traditional Chinese medicine literature and the new results of contemporary research, to build a standard, comprehensive Chinese medicine information base. In one year, three years, five years' time, select pilot sites, partition, hospitals, schools, shunt, who lead, pilot build 3-5 TCM knowledge base, build the database of Chinese medicine, and cloud computing center, establish integrated management information platform of traditional Chinese medicine and medical information public platform, realize information sharing. Establish TCM statistical mechanism and TCM statistical information release system to objectively reflect the development of TCM in this city.
